Fingerprinting requirements FAQs

PLEASE READ SCDOI BULLETIN 2020-03 to learn about temporary producer licensing (bypassing fingerprinting requirements) during the COVID-19 crisis.

Fingerprints are required on all NEW producer license applications. (All current producers had to comply with the fingerprinting requirement during the 2107-2018 renwal period)

Fingerprinting allows the DOI to complete a statewide criminal background check with SLED and a national criminal background check with the FBI. Additionally, once fingerprint records are on file, new criminal charges for licensed insurance producers are automatically reported to the DOI.

The following questions and subsequent answers are our own informed interpretation of SCDOI Bulletin 2016-10, which is the only official word on the new fingerprinting requirements. The following is our opinion and verbiage.

When does the requirement to submit fingerprints to the DOI begin?
January 1, 2017 and includes those with an even birth year renewing in 2018.


Who must be fingerprinted?

New producers applying for a license AND ALL CURRENT PRODUCERS as they renew their license in the 2017-18 cycle.


What is the cost per producer for fingerprinting?
The fingerprinting fee is $50.50 per agent.


Where do I go to be fingerprinted?
Producers must be fingerprinted at an IdentoGO location. For a list of locations and hours of operation, go to www.IdentoGO.com.


Can I use another provider to get my fingerprints?
NO. IdentoGO is the only acceptable provider for the state of South Carolina.


Can I use fingerprint records that were done for another agency or reason? (other state DOI’s, TSA, securities license, CWP, etc.)   NO. You must submit a new set of electronic fingerprints to renew your South Carolina producer license.
 

Do those producers exempt from CE requirements have to be fingerprinted?
YES. ALL RESIDENT PRODUCERS are required to submit fingerprints as part of their license renewals, even those fully or partially exempt from CE requirements.


Do non-resident producers have to be fingerprinted?
NO, not unless it is required in their state. Non-resident producers must comply with the renewal requirements in their particular state.


Will the DOI system allow a producer to submit their fingerprints regardless of when their renewal is due?  For example, could an agent submit their fingerprints in January 2018 when their renewal deadline is not until December 2018? 
YES. Producers may submit fingerprints at any time prior to their renewal date.

 

The name on my insurance license and the name on my Driver's license do not match. What should I do?
Your fingerprints will be searched based on your legal name. If your insurance license is not issued in your legal name (i.e. Becky instead of Rebecca), you will need to complete a Name Change form on the DOI website and submit it with a copy of your Driver's License to the DOI.

How do I schedule an appointment to process my fingerprints?
Producers may schedule fingerprint appointments online using the following steps:

  1. Go to www.IdentoGO.com.
  2. Under Search for services by state, select "South Carolina" then click "Go" button.
  3. Under Digital Fingerprinting, click "Select" link.
  4. Under For New Appointments, click on "Schedule a New Appointment" button.
  5. In the drop down box, select "SC920124Z - DOI SC Producer Licensing/Renewal," then click "Go" button.
  6. Enter your Zip Code and click the "Go" button.
  7. Find the location and date you want using "Next" links, click on "Click to Schedule" link, select the time of your appointment and click "Go" button.
  8. On the remaining screens, complete the fields as requested to schedule and submit payment.  
  9. Be sure to keep your receipt once you are fingerprinted and submit to the DOI.

 

I received a letter from IdentoGO saying my prints were rejected. What do I need to do? 
You will need to have your prints done again by Identogo.

 

I received a letter from IdentoGO saying my prints were rejected for a second time. What do I need to do? 
Identogo will notify the SC DOI that your prints have been rejected for a second time and the DOI will then do a name search for any criminal records. You DO NOT need to be printed again and you DO NOT need to contact the DOI.

 

What do I need to do with the receipt I get from IdentoGO?
Producers must make a copy of the receipt they receive from IdentoGO, write their SC License number or National Producer Number on the receipt and email it to agentmail@doi.sc.gov or fax it to 803-737-6100. Producers should keep the original receipt for their records.

 

How do I know if the DOI has received my fingerprints? 
Producers can log on to their individual accounts on the SCDOI Connect Login and check under the "Update Individual Demographics" area of their account. Receipt of the fingerprints and the date can be found just above the Producers home address on this page.
